Jacob K. here, Halloween started out as "All Hallows Eve" and according to legend it was supposed to be the one day when all monsters can walk the earth. It is not a religous holiday but I think it could possibly go against some religons, like how there is a few where you can't celebrate any holiday.
Its not religious, like Kowalsky said, but I;m not sure why people wouldn't be allowed to participate in stuff. But like the Drama class is doing A Christmas Story, and we're obviously allowed to do that...so.... That's what you call messed-up bureaucracy!
